At
the
one-day
seminar
on
Federal
Development
Opportunities
held
on
May
27,
our
company
proposed
the
formation
of
the
National
Federal
Development
Association,
a
non-profit
organization
that
would
give
voice
to
the
views
to
the
development
community
involved
in
providing
facilities
to
the
Federal
government.
Our
company
has
successfully
developed
close
to
two
dozen
build-to-suit
projects
for
the
federal
government
over
the
past
thirty
years,
and
is
well
aware
of
the
shortcomings
of
the
present
procurement
process. |

The
seminar
attendees
clearly
indicated
that
they
felt
it
would
be
in
the
best
interest
of
the
development
community
to
join
together
to
promote
the
common
interests
of
their
profession,
and
on
that
basis,
we
are
extending
our
call
to
action
to
the
federal
development
community
at
large.
Here’s
an
outline
of
what
we
have
in

Objective |

To establish a trade association that would represent organizations and individuals who provide real estate services to the various agencies of the United States Government. The Association would provide a consolidated voice from association members to federal agencies to address problems, identify bottlenecks, improve communications between the public and private sector, and promote greater efficiency in space acquisition and procurement. |

Membership would be offered to qualified participants in the field of federal real estate, including organizations and individual real estate professionals involved in activities including, but not limited to:
|
| |
- Developing build-to-suit, lease-construction, and enhanced use leasing projects for civilian and military agencies;
- Restoring, rehabilitating or modernizing federally owned real estate facilities;
- Leasing existing buildings or other real estate facilities to GSA and other federal civilian and military agencies;
- Owning and investing in government-leased facilities;
- Providing brokerage and facilitating property sales and purchases;
- Providing the government agencies with asset and property management services;
- Providing architectural, engineering, and construction management services;
- Providing ancillary services as financing, legal, accounting, and space planning.

Membership
Classes |

There would be three classes of membership: Corporate Members, Full Member, and Associate Member, with annual dues set accordingly. |

Association
Leadership |
| |
| |
Authority of the Association shall be vested in an Executive Board comprised of the Executive Director and other officers and directors of the Association. An Advisory Board, comprised of a group of senior officers drawn from the corporate members and full members, will be established. The Executive Board will meet monthly by telcon, drawing upon ideas, advice and reflections of the Advisory Board. |

Federal agencies by their very nature can be very slow to adopt new ways and new approaches. The Association will likely be organized as a non-profit trade association which would assist Congress in its mission to make the Government work more efficiently and effectively in the field of Federal real estate. It will do this by conducting research in how currently policies are working, polling of Association Members for suggested improvements and alternative procedures, developing position papers for Congress and the Administration, participating in Congressional hearings, and assisting in the drafting of proposed legislation. |

The Association would provide to its members such continuing services as:

- Providing a consolidated voice on the part of membership
to federal agencies and Congressional offices to address and remedy problems;
- Providing Members with informational materials explaining
current procurement policies and procedures for SFO’s, Form instructions, LEED and green building processes;
- Establishment of an Association website to bring information together in one place which Members could
readily access and download from;
- Group purchasing power for a range of products and
services as property, hazard and liability insurance, construction materials, employee benefit plans, among other items.

Public-Private
Partnering |

To promote and foster the concept and spirit of public- private partnering, special events and conferences sponsored by the Association would be open to real estate officials and staff of federal agencies, thereby encouraging the exchange of ideas between the private sector and their public sector counterparts. |

Features

Surveys will be periodically conducted among members and potential members regarding other features and benefits that might be considered for adoption by the Association. |
